Open a new transparent image measuring 900x600px
Paint with this Linear gradient

Effects / Image Effects / Seamless Tiling - default

Effects / Plugins / Unlimited 2 / Simple / Zoom out and Flip

Layers/Duplicate
Effects / Plugins / Unlimited 2 / BKG Designers sf10 III/ SW Graph Paper

Copy the tube [Asa.-deco square] and paste it as a new layer
Effects / Plugins / Mura's meister / Perspective Tiling

Effects / Image Effects / Offset

Copy the tube(mask) [Asadeco.-mask] and paste it as a new layer
Layers / Properties / blend Mode: Soft Light (or other of your choice)

Copy the tube [Asa.-deco element] and paste it as a new layer
Effects / Distortion Effects / Polar coordinates

Drop shadow: 0 0 60 20 black
Position it high according to the model
Copy the tube [PS1yaq0VDxHRrIWq0eKSjgrYGug] and paste it as a new layer
Resize according to your images
Position in the lower left corner according to the model

Layers/Duplicate
Image / Mirror / Mirror Horizontal (Mirror)
Merge Down
Copy the tube character [tube Nadge.-QHCTWcC6yUk] and paste it as a new layer
Resize according to your image

Position according to the model
Drop Shadow same as above

7.
Put signatures
Add a border of your choice
Resize as desired
Save as jpeg
